INSTRUCTIONS ABOUT RAGGING

The Hon’ble Supreme Court of India, New Delhi by its order dated 16.05.07 in SLP (C) No.24295/2004 stated the following in order to curb the menace of RAGGING in Educational Institutions.

“If any incidents of Ragging comes to the notice of the authority, the concerned students shall be given liberty to explain and if his explanation is not found satisfactory, the authority would expel him from the institutions”

The above directions of the Hon’ble Supreme Court of India will be strictly implemented.

Ragging and action taken for getting involved in Ragging

Definition of RAGGING
Ragging is “ Any disorderly conduct whether by words spoken or written or by an act which has the effect of teasing, treating or handling with rudeness any other student, indulging in rowdy or undisciplined activities which causes or is likely to cause annoyance, hardship or psychological harm or to raise fear or apprehension thereof in a fresher or a junior student or asking the students to do any act or perform something which such student will not in the ordinary course and which has the effect of causing or generating a sense of shame or embarrassment so as to adversely affect the physique or psyche of a fresher or a junior student”

Actions that may constitute Ragging

  1. Any conduct by any student or students whether by words spoken or written or by an act which has the effect of teasing, treating or handling with rudeness a fresher or any other student.
  2. Indulging in rowdy or undisciplined activities by any student or students which causes or is likely to cause annoyance or hardship physical or psychological harm or to raise fear or apprehension thereof in any fresher or any other student
  3. Asking any student to do any act which such student will not in the ordinary course do and which has the effect of causing or generating a sense or torment or embarrassment so as to adversely affect the physique or psyche of such fresher or any other student
  4. Any act by a senior student that that prevents, disrupts or disturbs the regular academic activity of any other student or a fresher
  5. Exploiting the services of a fresher or any other student for completing the academic tasks assigned to an individual or a group of students
  6. Any act of financial extortion or forceful expenditure burden put on a fresher or any other student by students
  7. Any act of physical abuse including all variants of it : sexual abuse, homosexual assaults, stripping, forcing obscene or lewd acts, gestures, causing bodily harm or any other danger to health or person
  8. Any act or abuse by spoken words, emails, post, snail-mails, blogs, public insults which would also include deriving perverted pleasure, vicarious or sadistic thrill from actively or passively participating in the discomfiture to a fresher or any other student
  9. Any act of physical or mental abuse ( including bullying or exclusion) targeted at another student ( fresher or otherwise) on the ground of colour, race, religion, caste, ethnicity, gender (including transgender), sexual orientation, appearance, nationality, regional origins, linguistic identity, place of birth, place of residence or economic background
  10. Any act that undermines human dignity and respect through humiliation or otherwise
  11. Any act that affects the mental health and self-confidence of a fresher or any other student with or without an intent to derive a sadistic pleasure or showing off power, authority or superiority by a student over any fresher or any other student

Measures taken by Institution to prohibit or prevent ragging

Curbing and eradication of ragging requires the effects of all stake holders : seniors, freshers, teachers, parents and the civic society at large. The following are measures taken by the institution for prohibiting and preventing ragging.

  1. Institute will not in any manner permit or condone any reported incident of ragging in any form and the institute will take all necessary and required measures including but not limited to the provisions of these regulation to achieve the objective of eliminating ragging, within the institution or outside
  2. Institute will take action in accordance with the regulations against those found guilty of ragging and/or abetting ragging, actively or passively or being part of a conspiracy to promote ragging is liable to be punished in accordance with the regulations as well as under the provisions of any penal law for the time being in force.
  3. The contact numbers/ helpline/personnel related to anti-ragging activities are displayed , provided and easily available to freshers and all concerned so that immediate contact can be established whenever necessary
  4. An anti-ragging committee, Anti-ragging squad and committee comprising of student representatives has been constituted to take immediate actions against the defaulters
  5. The college, hospital and boys and girl’s hostels campus are under video surveillance
  6. Faculty mentors are assigned who will communicate regularly with students and their parents/guardians
  7. The professional counsellors or in-house counsellors are available in the Department of Psychiatry for counseling students
  8. Surprise checks will be conducted in the college, Hospital and hostel premises round the clock by the faculty members posted for duties
  9. Fresher welcome party will be arranged by the senior students and faculty within the first two weeks of the beginning of the academic session for the proper introduction to one another and where the talents of the freshers are brought out properly in the presence of faculty, thus helping them to shed their inferiority complex, if any and remove their inhibition.
  10. To enhance the student-faculty interactive sessions involving both the fresher and the senior student will be arranged in matters of the institution such as curriculum design, extracurricular activities, institutional celebrations etc so that the students feel that they are responsible partners in managing the affairs of the institution
  11. An detailed inquiry/ investigation of the incident of ragging if any reported shall be conducted by the Anti-ragging committee and the appropriate punishment will be given to the involving students
  12. Head of the institution shall take prompt and appropriate action against the person(s) whose dereliction of duty lead to the incident of ragging

Possible punishment for Ragging

  1. Suspension from attending classes and academic activities
  2. Withholding/withdrawing scholarship/fellowship and other benefits
  3. Debarring from appearing in any test/examinations or other evaluation process
  4. Withholding results
  5. Debarring from attending conferences, and other academic programmes
  6. Debarring from representing in the institution in any regional, national or international meet, tournament, youth festival, etc
  7. Suspension/expulsion from the hostel
  8. Imposition of a fine ranging from Rupees  twenty five thousand (25,000)  to Rupees one Lakh (1,00,000) only
  9. Cancellation of admission
  10. Rustication from the institution for period ranging from one to four semesters
  11. Expulsion from the institution and consequent debarring from admission to any other institution for a specified period
  12. Any other measures as directed by Courts  of Law shall be followed
